Proceedings of the 96th SLBC meeting of the State Level Bankers’ Committee (SLBC) for Tripura held on December 15, 2011 at Agartala

The 96th SLBC meeting of Tripura was held in the conference Hall No. 4 at Prajna Bhavan, P N Complex, Agartala on March 05,2011 for reviewing the performance of the banks during the period from April 2010 to December 2010. Performance of the banks up to Sept quarter of 2010-11 was also placed in the house for review simultaneously. The meeting was co chaired by Shri S L Bansal, Executive Director, United Bank of India and Shri S K Panda, Chief Secretary, Govt. of Tripura. Shri G K Rao, Principal Secretary, Cooperation, Shri Sriram Taranilkant, Principal Secretary, ARDD, Shri Manoj Kumar, Commissioner and Secretary, Finance Deptt. Shri Kumar Alok , Commissiner & Secretary, Rural Development Deptt, Shri S K Gayon, General Manager, RBI, Guwahati also graced the occasion. Other senior executives of banks, State Govt, RBI and Nabard were also present in the meeting. A list of participants is enclosed.

At the outset Shri P K Roy, General Manager, United Bank of India while welcoming the participants to the meeting requested the house to review the performance of the banks for both Sept and Dec quarter and take part in the deliberations. Thereafter, Shri Roy requested Shri S L Bansal, Executive Director, UBI to give his inaugural address to the house.

In his inaugural speech Shri Bansal informed the house that the main focus of the meeting will be on Financial Inclusion Plan and the report of the two subcommittees formed on Financial Inclusion and Agriculture. He also inter-alia highlighted the following achievements of the banks made during the period up to Dec 2010.

  • The deposit and advance grown by 17% and 24% respectively on y-o-y basis. The CD ratio marginally increased from 31% as on Dec 2009 to 33% as on Dec 10.

  • The outstanding Priority sector credit has grown by 25% of which growth in Agriculture sector was 21% compared to a negative growth of 10% recorded last year.

  • Outstanding credit to weaker section has grown at a rate of 12% while credit to SC/ST community has grown at a rate of 9% during the same period. The growth rate in outstanding credit to Women Entrepreneurs and Minority Community has been 22% and 8% respectively.

  • Under ACP 2010-11, the overall growth rate has been 26% and in Agriculture and MSE sector the growth rates have been 67% and 156% respectively over the previous years.

  • The banks have credit linked 2348 new SHGs during the current year and issued 36948 nos. of KCCs during the same period against a target of 65000.
  • The speech of Shri Bansal also included other important areas like schematic lending, progress under Financial Inclusion, setting up of banking outlets under FIP, setting up of RSETIs etc. He requested the bankers to give maximum thrust on issuance of KCCs and augmentation of Agriculture Advance. Shri Bansal also requested the Govt. Deptts to ensure timely release of subsidy in respect of sponsored schemes say within 90 days to speed up the process of disbursement. He also solicited for waiver of stamp duty for effective implementation of Rural Housing Scheme.
